Motorcycle Operator Licensing In Ontario
There have been many changes in the last 15 years to motorcycle operator’s licenses in Ontario. These include the change to a graduated licensing system and the addition of a license specifically for limited speed-motorcycles (scooters) and mopeds.
Graduated Licensing
Graduated licensing for motorcycle operators was introduced in Ontario on April 1st, 1994. This occurred along side the regular “G” class graduating licensing program that most people are now familiar with. The two programs share many similarities and include 3 stages with 2 road tests.

Restricted Class M License ("L" Restriction)
Effective November 28th, 2005 a new restricted class of M license was introduced. It restricts the license holder to operating a limited-speed motorcycle (scooter) or motor-assisted bicycle (moped). The operator progresses through the same three graduated licensing stages but the road tests are performed on a scooter or moped. To lift the “L” restriction the operator must complete the road tests with a regular motorcycle.
Prior to November 2005 anyone with a class “G” license could operate a scooter or moped on Ontario roads. If you owned a moped or scooter with a valid plate on November 28th, 2005 and held a valid driver’s license (class “G”) at the same time you should have automatically received the new M license with L condition. The road tests are for NEW moped drivers.
